Are You Using Veteran Education Benefits?


Chapter 30 Benefits (Montgomery GI Bill)

You may qualify if you:

  • Entered active duty after June 30, 1985.
  • Paid $1,200 into the GI Bill® program while serving.
  • Completed at least 2 years of active duty.
  • Got an honorable discharge.
  • Have a high school diploma, GED, or 12 college credits.

  1. Go to the VA’s official website: https://www.va.gov
  2. Navigate to:
    Education Benefits > Apply for Education Benefits or directly visit https://www.va.gov/education/how-to-apply/
  3. Sign in with a VA.gov account (or create one if needed- will need driver’s license to create an account).
  4. Before applying make sure you select Montgomery GI Bill®
  5. Complete the online Form 22-1990 (Application for VA Education Benefits).
  6. Submit the form and save your confirmation number.

  • The VA will review your application and send you a Certificate of Eligibility (COE).
  • You may receive your Certificate of Eligibility immediately from the VA electronically.
  • or

  • You can check your application status online at VA.gov. or call at 1-888-GIBILL (1-888-442-4551)

  • Once you receive your COE, give a copy to your school’s School Certifying Official (SCO). You may bring this into either campus offices or all items can be  emailed.
  • Skagit Valley College will use this to certify your enrollment with the VA.
  • Other documents needed with your COE to Skagit Valley College are:
    • Once registered for classes you will need to fill out a QEC every quarter to be certified.
  • Driver’s License or another picture ID (No Military ID)
  • DD-214
  • Quarterly Enrollment Form (QEC)
  • JST or previous college transcripts (These will need to be sent to the college)

  • To get paid under Chapter 30, you must verify your enrollment monthly.
  • Use one of these methods:
  • Online: https://www.gibill.va.gov/wave
  • Call: 1-877-823-2378 (automated system)

  • Chapter 30 pays you directly — not your school.
  • You’ll receive a monthly check (or direct deposit) from the VA.
  • You’ll use this money to pay your tuition, fees, books, etc..

Veteran Using Chapter 33

Before you apply, make sure you meet the basic eligibility criteria for Chapter 33 benefits. Generally, you may qualify if you:

  • You served on active duty for at least 90 days after September 10, 2001, whether continuous (all at once) or interrupted (for shorter periods over time), or
  • You served for at least 30 continuous days after September 10, 2001 and were discharged because of a service-connected disability, or
  • You received a Purple Heart after September 10, 2001

  • You’ll receive a Monthly Housing Allowance (MHA) every month
  • This is received at the end of every month and is prorated for how many days school is in session
  • You will need to verify your enrollment with the VA each month that you’re in class (you can opt for text messages or emails). Failure to do so may result in a delay of your monthly housing allowance being paid to you.
  • You may also receive a book stipend annually (up to $1000 per academic year)
  • You can track your payments via your eBenefits account or the VA.gov portal.

  • Fill out VA Form 22-1990 (download from VA Forms).
  • Mail the completed form to:

  • Or visit a local VA Regional Office for assistance.

Dependent Using Chapter 33

Who can get transferred benefits?

  • Spouse or Child of an eligible service member.
  • Service member must:
  • Have served at least 6 years.
  • Agree to serve 4 more years.
  • Still be on active duty or Selected Reserve when requesting the transfer.
  • You (the dependent) must be enrolled in DEERS.

The service member does this part:

  1. Log into milConnect
  2. Go to Transfer Education Benefits (TEB).
  3. Pick how many months to transfer to each dependent.
  4. Agree to the service commitment (usually 4 more years).
  5. Submit the request and wait for approval (this can take weeks).
  6. Once approved, the dependent can apply to the VA.

Once the benefits are officially transferred, the dependent needs to apply to the VA to actually use them. Dependent will need to create their own VA account.

  • Previous college transcripts (These will need to be sent to the college)

  • The VA will pay tuition/fees directly to Skagit Valley College
  • You’ll receive a Monthly Housing Allowance (MHA) every month
  • This is received at the end of every month and is prorated for how many days school is in session
  • Dependents who have an active duty spouse do not receive MHA or a book stipend.
  • Dependents who are a child do receive MHA and a book stipend
  • You will need to verify every month that you’re in class (you can opt for text messages or emails)
  • You may also receive a book stipend for Fall and Winter (up to $1000 per academic year)
  • You can track your payments via your eBenefits account or the VA.gov portal.

Spouse

  • Can use benefits right away (even if the service member is still active duty)
  • Can use benefits up to 15 years after the service member separates
  • No housing or book stipend if the service member is on active duty

Child

  • Can only use after the service member served 10 years
  • Must use benefits before turning 26
  • Gets housing and book stipend even if the service member is on active duty

VA Chapter 35 Dependents’ Educational Assistance

Chapter 35 of the U.S. Code's Title 38, also known as the Survivors' and Dependents' Educational Assistance (DEA) Program, provides education and training benefits to dependents of veterans. Dependents may be eligible if the veteran:

  • Became deceased while on active duty
  • Is permanently and totally disabled due to a service-connected disability

Required Documents: 

  • Social Security
  • Sponsor’s SSN
  • School Info
  • Bank Acct. Info
  • Transcripts (if applicable)
  • Documentation to support eligibility

Step 1: Go to the VA website: https://www.va.gov/family-and-caregiver-benefits/education-and-careers/apply-for-dea-fry-form-22-5490/introduction

Step 2: Select “Apply for Benefits”

Step 3: Complete VA Form 22-5490: Fill out the online application form for Dependent Education Assistance.

Step 4: Verify school eligibility: Ensure your chosen school or program is approved for VA education benefits.

Step 5: Submit application online (recommended) or by mail.

Submit an Admission Application online at the Washington State Community and Technical College Web Admissions Center (Be sure to select Skagit Valley College after creating an account). Please note that applications will take up to 10 business days to process.

Even though you plan to use your GI Bill® benefits to pay for your education, you may find that you are eligible for additional financial aid in the form of grants, loans, and scholarships to assist you in covering your educational expenses.

In order to determine the best classes for you, your writing, reading, and mathematics skills will be assessed. There may be more than one way you can be placed into courses; review your options below.

Once you have determined your course placement, new students register for a Cardinal Take-Off New Student Group Advising session. Here you will learn more about Skagit Valley College and register for your classes within the session.

It is important to complete the earlier steps, as you will not be able to be advised if you haven't completed the online orientation and established placement. This is another opportunity for you to meet with your Veterans Education Office to verify your VA funding status, or ask any questions you may have.

Please note that your registration appointment is NOT your advising appointment. You must attend SVC Take-Off Group Advising before you may register for classes.

Once you have registered for classes, bring a copy of your class schedule or your Student ID Number with you to the Veterans Education Office on your campus, in order to complete the certification process for your Veterans Education benefits.
