Passport to College
Passport to College Scholarship
Passport to College is a Washington State program that helps former foster youth and unaccompanied homeless youth access and complete postsecondary education and training. Through a combination of financial assistance and personalized support services, Passport helps students overcome barriers and stay on track toward their educational and career goals.
Eligible students may receive additional funding to help cover educational expenses such as tuition, fees, books, housing, transportation, and other costs associated with attending college. Participants also have access to dedicated support services, including academic advising, financial aid guidance, career and transfer planning, tutoring referrals, and connections to campus and community resources.
Our goal is to provide students with the support, resources, and encouragement needed to successfully complete a certificate, degree, apprenticeship, or other eligible training program.
You may be eligible for Passport to College if you meet one of the following categories:
- Former Foster Youth
- Were in Washington State, federal, tribal, or qualifying interstate foster care after age 13.
- Are a Washington State resident.
- Enroll in an eligible program before your 22nd birthday.
- Attend at least half-time (6 or more credits, or equivalent enrollment requirements).
- Have not earned a bachelor's degree.
- Unaccompanied Homeless Youth
- Experienced homelessness or were at risk of becoming homeless without the support of a parent or guardian on or after July 1 of the year prior to enrolling in college.
- Are a Washington State resident.
- Enroll in an eligible program before your 22nd birthday.
- Attend at least half-time (6 or more credits, or equivalent enrollment requirements).
- Have not earned a bachelor's degree.
Eligibility is determined according to Washington Student Achievement Council (WSAC) guidelines.
- Apply for admission to Skagit Valley College
- Complete the FAFSA or WASFA application
- Contact the Passport to Careers team at passport@skagit.edu or Financial Aid Office to discuss your eligibility.
- Submit any required documentation to verify foster care or unaccompanied homeless youth status.
- Meet with a program representative to review available funding, support services, and next steps.
Students are encouraged to apply as early as possible to maximize available funding and support opportunities.
